ABSTRACT Objective: To identify perceived barriers to capacity building for local research ethics oversight in El Salvador, and to set an agenda for international collaborative capacity building. Methods: Focus groups were formed in El Salvador which included 17 local clinical investigators and members of newly formed research ethics committees. Information about the proposed research was presented to participants during an international bioethics colloquium sponsored and organized by the St. Jude Children's Research Hospital in collaboration with the National Ethics Committee of (...) El Salvador and the University of El Salvador. Interviews with the focus group participants were qualitatively analyzed. Results: Participants expressed the need to tailor the informed consent process and documentation to the local culture; for example, allowing family members to participate in decision‐making, and employing shorter consent forms. Participants indicated that economic barriers often impede efforts in local capacity building. Participants valued international collaboration for mutual capacity building in research ethics oversight. Conclusions: Research ethics committees in El Salvador possess a basic knowledge of locally relevant ethical principles, though they need more training to optimize the application of bioethical principles and models to their particular contexts. Challenges increase the value of collaborative exchanges with ethics committee members in the United States. Further research on facilitating communication between host country and sponsor country ethics committees can maximize local research ethics expertise, and thus raise the standard of protecting human participants involved in international research. Current accounts suggest that self-referential thought serves a pivotal function in the human ability to simulate the future during mind-wandering. Using experience sampling, this hypothesis was tested in two studies that explored the extent to which self-reflection impacts both retrospection and prospection during mind-wandering. Study 1 demonstrated that a brief period of self-reflection yielded a prospective bias during mind-wandering such that participants’ engaged more frequently in spontaneous future than past thought. In Study 2, individual differences in the strength of self-referential (...) thought — as indexed by the memorial advantage for self rather than other-encoded items — was shown to vary with future thinking during mind-wandering. Together these results confirm that self-reflection is a core component of future thinking during mind-wandering and provide novel evidence that a key function of the autobiographical memory system may be to mentally simulate events in the future. This article provides a comparative institutional analysis between El Niño/southern Oscillation forecasting systems in the Pacific and southern Africa with a focus on how scientific information is connected to the decision-making process. With billions of dollars in infrastructure and private property and human health and well-being at risk during ENSO events, forecasting systems have begun to be embraced by managers and firms at multiple levels. The study suggests that such systems need to consciously support the coproduction of knowledge. A critical (...) component of such coproduction seems to be managing the boundaries between science and policy and across disciplines, scale, and knowledges to create information that is salient, credible, and legitimate to multiple audiences. This research suggests institutional mechanisms that appear to be useful in managing such boundaries, including mechanisms for structuring convening, translation, collaboration, and mediation functions. The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

Giving an account of the relation between evolution and consciousness is painted as posing a dilemma between panpsychism, with minimal consciousness in every grain of matter, and radical emergence, with consciousness appearing as from nowhere in living structures. Panpsychism has been seen as suffering from a combination problem and radical emergence as unjustified in physics. The underpinning of physics now lies in field theory, which may provide a way out on both sides. Only, and always, in a field theory account (...) do influences at different points in spacetime combine in the same indivisible event. Radical emergence is also inherent to field theory. Moreover, by providing rich patterns of influence involving both discrete identities and quantitative values, field theory might provide a basis for sensed propositional meaning with subjects and predicates. Ordered condensed matter within living tissue may support unusual emergent dynamic units uniquely suited to building representations of the world with sensed meaning. The evolution of consciousness may then be seen as a tractable biological problem centred on increasingly sophisticated ways for external world dynamics to be mirrored by internal representations with semantic content, based in field relations within condensed matter with genetically encoded complex order. We perceive colour, shape, sound and touch 'bound together' in a single experience. The following arguments about this binding phenomenon are raised: (1) The individual signals passing from neurone to neurone are not bound together, whether as elements of information or physically. (2) Within a single cell, binding in terms of bringing together of information is potentially feasible. A physical substrate may also be available. (3) It is therefore proposed that a bound conscious experience must be a property of an (...) individual cell, not of a group of cells. Since it is unlikely that one specific neurone is conscious, it is suggested that every neurone has a version of our consciousness, or at least some form of sentience. However absurd this may seem it appears to be consistent with the available evidence; arguably the only explanation that is. It probably does not alter the way we should expect to experience the world, but may help to explain the ways we seem to differ from digital computers and some of the paradoxes seen in mental illness. It predicts non-digital features of intracellular computation, for which there is already evidence, and which should be open to further experimental exploration. The arguments given may well prove flawed or the conclusion biologically or physically untenable, but the idea is raised for discussion not least because a formal demonstration that it is invalid may help to identify more fruitful avenues. It is argued that both neuroscience and physics point towards a similar re-assessment of our concepts of space, time and 'reality', which, by removing some apparent paradoxes, may lead to a view which can provide a natural place for consciousness and language within biophysics. There are reasons to believe that relationships between entities in experiential space and time and in modern physicists' space and time are quite different, neither corresponding to our geometric schooling. The elements of the universe may be (...) better described not as 'particles' but as dynamic processes giving rise, where they interface with each other, to the transfer, and at least in some cases experience, of 'pure'or 'active'information, the mental and physical just reflecting different standpoints. Although this analy-sis draws on general features of quantum dynamics, it is argued that purely quantum level events (and their 'interpretations') are unlikely to be relevant to the understanding of consciousness. The processes that might be able to give rise, within brain cells, to an experience like ours are briefly reviewed. It is suggested that the elementary signals that are integrated to generate a spatial experience may have features more in common with words than pixels. It is further suggested that the laws of integration of words in language may provide useful clues to the way biophysical integration of signals in neurons relates to integration of elements in experiential space. Almost uniquely for someone whose thought has been so influential, Socrates wrote nothing himself, and our knowledge of his philosophical opinions and method is derived mainly from the engaging and infuriating figure who appears in Plato's dialogues. The philosophy of Socrates and Plato is therefore closely interconnected, and the most powerful elements of Plato's mature thought form the basis of an interpretation of knowledge, reality, and morality which is still held and debated by philosophers today. The main question that Firestone & Scholl (F&S) pose is whether “what and how we see is functionally independent from what and how we think, know, desire, act, and so forth” (sect. 2, para. 1). We synthesize a collection of concerns from an interdisciplinary set of coauthors regarding F&S's assumptions and appeals to intuition, resulting in their treatment of visual perception as context-free.

Hand function improvement in stroke survivors in the chronic stage usually plateaus by 6 months. Brain-computer interface (BCI)-guided robot-assisted training has been shown to be effective for facilitating upper-limb motor function recovery in chronic stroke. However, the underlying neuroplasticity change is not well understood. This study aimed to investigate the whole-brain neuroplasticity changes after 20-session BCI-guided robot hand training, and whether the changes could be maintained at the 6-month follow-up. Therefore, the clinical improvement and the neurological changes before, immediately after, (...) and 6 months after training were explored in 14 chronic stroke subjects. The upper-limb motor function was assessed by Action Research Arm Test (ARAT) and Fugl-Meyer Assessment for Upper-Limb (FMA), and the neurological changes were assessed using resting-state functional magnetic resonance imaging. Repeated-measure ANOVAs indicated that long-term motor improvement was found by both FMA (F[2,26]= 6.367,p= 0.006) and ARAT (F[2,26]= 7.230,p= 0.003). Seed-based functional connectivity analysis exhibited that significantly modulated FC was observed between ipsilesional motor regions (primary motor cortex and supplementary motor area) and contralesional areas (supplementary motor area, premotor cortex, and superior parietal lobule), and the effects were sustained after 6 months. The fALFF analysis showed that local neuronal activities significantly increased in central, frontal and parietal regions, and the effects were also sustained after 6 months. Consistent results in FC and fALFF analyses demonstrated the increase of neural activities in sensorimotor and fronto-parietal regions, which were highly involved in the BCI-guided training.Clinical Trial Registration:This study has been registered atClinicalTrials.govwith clinical trial registration number NCT02323061. Many Christian traditions affirm a doctrine of assurance. According to this doctrine, those who are saved have assurance of their own salvation; that is, the doctrine of assurance tells us that the elect can know their status as elect. In this paper, I explore two developments of the doctrine of assurance by theologians (i.e. John Calvin & Kenneth Keathley) and argue that they fail to accommodate the fallibilistic nature of human knowing. Engagement with genomic medicine and research has increased globally during the past few decades, including rapid developments in Sri Lanka. Genomic research is carried out in Sri Lanka on a variety of scales and with different aims and perspectives. However, there are concerns about participants' understanding of genomic research, including the validity of informed consent. This article reports a qualitative study aiming to explore the understanding, knowledge, and attitudes of the Sri Lankan public towards genomic medicine and to inform the (...) development of an effective and appropriate process for informed consent in that setting. Purposive sampling was employed. Participants were recruited from a sub-group of the public in Colombo, Sri Lanka who had either consented or refused to donate genetic material for a biobank. Data were collected using face-to-face semi-structured interviews. Interview data were transcribed verbatim and translated into English. Conventional content analysis was used. The analysis developed three key themes: a) ‘Scientific literacy’ describes an apparent lack of scientific knowledge that seems to affect a participant’s ability to understand the research, b) ‘Motivation’ describes narratives about why participants chose (not) to take part in the research, despite not understanding it, and c) ‘Trust’ describes how trust served to mitigate the apparent ethical deficit created by not being fully informed. In this article, we argue that informed trust is likely an acceptable basis for consent, particularly in settings where scientific literacy might be low. However, researchers must work to be worthy of that trust and ensure that misconceptions are actively addressed. (shrink)

Spirituality is a universal human experience. Within the process of development, the role of spirituality as a developmental asset is understudied in general and especially within majority world contexts. In this article, we frame advances in spirituality research and practice with youth around three pillars: (a) theory, (b) measurement, and (c) research about and evaluations of positive youth development (PYD) programs in low- and middle-income countries. We place PYD programs as associated with dynamic, relational developmental systems (RDS)-based models of human (...) development, describe spirituality and the “Big Three” features of effective PYD programs as aligning to promote thriving, and discuss spirituality as a strength, as a key asset, in the lives of youth. We discuss advances in developmental methods and measures for describing, explaining, and promoting spirituality and PYD and offer a case study that responds to a United States Agency for International Development call for action and evaluations of spirituality within the context of a PYD program in the majority world. Considerations for future research about spirituality and youth development are discussed. (shrink)

God, trust and doubt: The women in the concentration camps of the Anglo-Boer or South African War.Many books and articles have been written on the religious concept of the Afrikaner women who suffered in and survived the concentration camps during the Second Anglo-Boer War (1899–1902) in South Africa. It seems as if nothing has been written, though, on their image and understanding of God. This article is an attempt to close the gap in the research. These women’s understanding of God (...) was mainly shaped by the Old Testament. They saw the two Boer republics as the new people of God, elected to exist in freedom, as independent states. To them, God was the God of justice and righteousness, who will defend his chosen people from oppression. The defeat on the battlefield caused a crisis of faith among many women. The war diary of Johanna Brandt (née Van Warmelo) offers useful information about the women’s faith and the shattering of their faith. In the second part of this article, Lutheran perspectives on the God of the Bible and man-made idols are provided as a Christian alternative to the faith of our forefathers. The Psalms and the prophets are also revisited to point out the presence of God, as well as the ethical consequences of the Jewish-Christian religion. Contribution: This is probably one of the first articles written on women’s understanding of God, women who were confined to the concentration camps during the Anglo-Boer War of 1899–1902. The main emphasis falls on Johanna Brandt (née Van Warmelo), who was an assistant nurse in the Irene camp, on the outskirts of Pretoria. She formulated her and the other women’s belief in the God of justice. Their understanding of God motivated them to endure the hardships and thousands of deaths in the camps. (shrink)

W. David Solomon sits at the very center of the revival of virtue ethics. Solomon's work extended what began with the publication of G. E. M. Anscombe's "Modern Moral Philosophy" (1958) by solidifying virtue ethics as a viable approach within contemporary moral philosophy. Beyond the Self: Virtue Ethics and the Problem of Culture comprises twelve chapters: eleven that employ Solomon's work and legacy, followed by a twelfth concluding chapter by Solomon himself. In an incendiary 2010 Nature article, M. A. Nowak, C. E. Tarnita, and E. O. Wilson present a savage critique of the best-known and most widely used framework for the study of social evolution, W. D. Hamilton’s theory of kin selection. More than a hundred biologists have since rallied to the theory’s defence, but Nowak et al. maintain that their arguments ‘stand unrefuted’. Here I consider the most contentious claim Nowak et al. defend: that Hamilton’s rule, the core explanatory principle (...) of kin selection theory, ‘almost never holds’. I first distinguish two versions of Hamilton’s rule in contemporary theory: a special version (HRS) that requires restrictive assumptions, and a general version (HRG) that does not. I then show that Nowak et al. are most charitably construed as arguing that HRS almost never holds, while HRG buys its generality at the expense of explanatory power. While their arguments against HRS are fairly uncontroversial, their arguments against HRG are more contentious, yet these have been largely overlooked in the ensuing furore. I consider the arguments for and against the explanatory value of HRG, with a view to assessing what exactly is at stake in the debate. I suggest that the debate hinges on issues concerning the causal interpretability of regression coefficients, and concerning the explanatory function Hamilton’s rule is intended to serve. (shrink)

It emphasizes the relationship between the animal as a visual image and the technology that produces this image. It explores three examples in a period covering c. 1895 to the 1930s, in Britain, that analyze the relations between animal representation, technology, and the public domain. This work contributes to recent transdisciplinary efforts to view the Haitian slave revolt (1791–1804) as the historical inspiration for Hegel’s master-slave dialectic. Reconstructions offered by contemporary postcolonial scholars argue that the Haitian revolt was chronicled in Minerva as Hegel raced to finish his Phenomenology. Benhabib recently recognized the Hegel-Haiti thesis as entailing the sort of inclusive dialogical learning process necessary to validate subaltern experiences. The thesis has also drawn its share of sceptical scrutiny as Badiou claims that it risks forcing (...) an unnecessary moral dissymmetry, neglects objectionable features of enslavement and imposes a mismatch between apolitical subject and revolutionary. In reply, we appeal to the pioneering work of Tavares to show that the asymmetrical construction of classification schemes for persons of mixed-racial statuses accords with decades of documented literary exchanges between Hegel and Gregoire. We then turn to the work of James on the role of mixed-race merchants in the testimonial accounts of late 18th century French historians to show that European literate publics were well aware of the extremely coercive forms of commodified labour found in Saint-Domingue. We then invoke the archival work of Du Bois on French, British and American parliamentary proceedings that show the provisional colonial identities ascribed to Caribbean subjects did not hinder their self-conscious exercise of political agency. Viewing Hegel in terms of the historiographic records of the racial ontologies of early modern transatlantic literary exchanges helps explain how he adapted these tropes concerning mixed-race subjects in a manner that better explains many of the anomalous features of the dialectic. However, conferring the Haitian revolution its proper world-historical warrant as inspiration for his infamous master-slave dialectic need not lead us to overlook Hegel’s complicity with many of the epistemic and ontological flaws of colonial tropes held in early modern transatlantic print.
